About the author: Justin Ruh
Being raised in a family employed by the fragility of society creates a certain individual. The 1990’s is when most of the skills and observations of society were gained by the author. There is a lot to learn from being raised by a single mother, double agent, homicide detective, helicopter pilot, awarded marksman and MMA student. Juxtaposed to mother was the man who carved her. A United States Marine Corps Lance Corporal who took on several private contracting roles once retired. Those familiar with this type of work would call him a “spook.” The author was raised by a motley mix of mother and grandfather. America looked down on “preppers” before 9/11. This knowledge has been a burden of truth and revered by the author. Well before fear mongering salesmen pushed junk kits and T-Shirts many were privy to preparedness. A student of knowledge in the survival realm for over 20 years, his goal is to educate and help others.

Emergency Action Overview
This plan will provide moment by moment action to be taken when activation keyword “Rosane” is said by one of two leaders defined in the plan. Adhering to all actions and requirements outlined in this plan are aimed to keep you safe in the event of an adverse circumstance (acts of terror/civil unrest/natural disaster) In these moments time is fundamental to successfully bridging the gap between you and danger. This plan should be treated with the utmost respect and adherence to details. Be advised that actions, locations and directions provided are to be considered life or death commitments. The key to successfully navigating danger starts with planning and executing without delay.

1 Activation Word
“What this means and requires of you in that moment”
The activation word is designed to give you a clear way to differentiate the severity of a situation. This word will not be used in any other situation by Alpha or Bravo and is seen as a life or death announcement.
Activation Word Rules
Do not share this word with anyone outside of the team meaning absolutely anyone- this is key to your protection and team
Do not say this word unless instructed to by a leader to be used as a passphrase/code for communication purposes
Stop what you're doing if the activation word is said by a leader you are to move quickly into your assigned roles
Time is extremely important in these moments. Do not dally, argue, or look to gather personal items. Everything provided in your bug bag is designed to sustain life, protect and help move you away from danger. Work together to stay together and create distance from the situation at hand.

Alpha- This is the “boss” of the team. There is an expectation to follow his direction without hesitation. Ask questions when you may have them. Be willing to share concerns though ensure that you listen to every word he speaks. This role is designed to support the team and encourage success of all. Decisions made by Alpha may not make sense in the moment though all decisions are made with your best interest in mind. Team members are expected to check each other against expectations of Alpha.
Bravo- The second in command, this role supports decisions made by the Alpha and will act as him in absence of. The same expectations defined for Alpha apply to Bravo and will adhere to the decisions and requests made by Alpha in his absence and be the example of his methods.
Associate- Specialist role map navigation. This role is required to check team location hourly while on the move. This ensures directional paths are maintained or adjusted when needed. This role will help with planning movement with inference from Alpha & Bravo. The secondary role of this position is resource gathering.
Associate- Specialist role combat & evasion ops. Attached to Alpha. This role is to act as an arm of the Alpha learning methods of hand to hand combat/weapons and evasion methods. Supporting as a “second set of eyes” while in camp or on the move. The secondary role of this position is resource gathering.
Land 01- Land owner of the primary location and becomes the rank of Alpha while on his land. This role is an wealth of knowledge- all team members are to seek his knowledge in first aid/weapons/tactics
Land 02- Land owner of the secondary location and becomes the rank of Alpha while on his land. Same expectations apply to this role when at the secondary location

Notes:
These bags are not waterproof. There is a rain cover provided in the bag to use during rainy weather. Try to avoid getting your bag wet if possible.
The bag has a belt and shoulder strap that should be fitted snug while walking to reduce fatigue.
Keep your bag in your sight at all times if it is taken off in the field. You can stash your bag if needed to bathe or conduct other business.
There will be additions to this bag over time. It is your responsibility to check your bag for readiness meaning all items accounted for at all times.
Hoist your bag into the air from a tree branch at night to avoid animals from eating your food
2.B Weapons & Defense
“Know the basics”
Weapons
Rifle- AR15
This is an AR style rifle that will shoot .223 and 5.56 rifle bullets. If the need to find ammunition is required each bullet has a caliber number to identify on the bottom. Most AR style magazines will work with this rifle. It was chosen for versatility. Do not try to shoot incorrect caliber ammunition as it can result in damage to your rifle or death.
Pistol- .9mm
This pistol like all others will only work with its own mags. This is to remain on you at all times in your duty belt.
Knife- Fixed Blade
A fixed blade knife comes with a scabbard to be worn on your belt at all times. Avoid sticking into the dirt or cutting wood with it.
Defense:
The desired defense method is to avoid conflict at all times. You should be avoiding conflict with others at all times. This is achieved by staying quiet, limiting your footprint I.E. leaving trash behind and finding alternate ways to travel (night is best)
Identify:
If a threat is determined you should look to your local area to exploit the environment. Look for solid cover behind walls, large trees. The more solid an object- the more protection provided.
Engagement:
Only if a threat is imminent should you engage. You should do this from a place of cover as you found when identifying the threat and your assessment of your environment.
Move:
Do not post up and camp during conflict. Your goal is to suppress the threat and move on as fast as possible. You become an easily hit target staying in the same location.
If conflict is not avoidable use the training provided in the hands on section of training stated above
3 Physical Actions
“What your role is after “Rosanne”
Alpha: multifunctional role directing individuals to action and preparing to move the team. Provides cover and awareness for the team while they get ready to move. Monitors all immediate/local safety conditions and or provide cover for the team while preparing.
Bravo: will assist team members in gathering resources as directed by Alpha post Rosanne- the role is responsible for ensuring all team members are meeting “deployment standards” defined below.
CAT/DOG: dually work together to achieve deployment standards within the time window. Ensure each other are ready to go use and the buddy system

4 Navigation
“Maps/Landmarks/Compass”
Map:
Your navi pouch has a map/notebook to set points to travel to- this map will also have the primary/secondary location marked. If you need to re-route on the way to a location use the map to get back on course. Using road signs and features on the map like ponds/lakes etc
Landmarks:
Pay attention to where you are at all times. Scan your surroundings and notice anything unique that could stand out to you. Your mind will subconsciously remember these things should you need to back track. This will also help your forward navigation by noticing landmarks that show on the map like elevation.
Compass:
A compas tells you the direction of North/East/South/West by floating a magnetic arrow that will always point North. Reference your map and its orientation to determine the walking direction in your need to forward navigate to a desired location. See practical course for wrist watch navigation by sunlight.

Home:
This location is used as a shelter in place option when able. This may require fortification of doors and windows. Elimination of light at night. Using the basement as a primary space to occupy.

Vigilance
“Be aware of yourself & surroundings for the team”
Dangers in field environments
When traveling it is important to not daydream. The more attuned you are to your surroundings the better. You are moving through a new environment and being aware of potential hazards is key.
Downed Power Lines- stay far away as electric can arc to you
Gas Leaks- the smell of rotten eggs or other fumes
Roadways- stay off the road using them to navigate from the berm
Encountering other people outside of the team
Depending on the occasion you may encounter other travelers. Be extremely vague with them and provide no personal information. Hence your assigned code names.
Never mention where you are going or have been
Do not disclosure what you have or show them
Keep a large physical distance between you and them at all times
Look to limit engagement and move away as fast as possible
Evasion and methods to reduce your footprint
Leaving a trail of breadcrumbs is a real thing. You may not notice you are leading a tracker right up behind you. Pay mind to the following.
Bury your campsite- never leave a fire pit behind/trash
Depart from a location in a zig zag back track formation
Crossing long way down a creek helps conceal your trail
Walk in a circle if you feel you are being followed to determine if so
Avoid noise at all times and or laughter
Cooking fires can attract others from miles away
Eat food cold while in the field if possible
Soak noodles in lieu of boiling
Setting up a sleeping hole or use a hard to reach location
Provides a natural cover from the elements
Allows for hearing approaches once bunked
Keep and eye out for anything that strikes you as odd or out of place
Avoid places where most people would go for resources like a grocery store
Try to avoid disturbing brush or grass when possible
Conclusion
The world is a small place with big problems. Unfortunately for those of us who merely want to live life, we can be pulled into situations having nothing to do with us personally. This is an absolute reality you must accept.
The actions of our government and adversaries can bring the potential for unrest into our lives. Based on how we are represented to the world. This is a reality which we immediately can't change. So we can choose to focus on the potential, and be vigilant to the state of our world. Staying ahead of the curve comes from your willingness to pay attention and be informed with the truth of your position.
Our environment is a dynamic living entity which pays no mind to humanity. A tornado can level a neighbor's house but leave yours completely untouched. The choice for homes to be built in locations deemed unsafe just because they are beautiful settings. The ignorance of man is ever present. This planet is not to be tamed, the folly is to assume that it can be.
The luxury of utilities have become a dependant need for modern civilizations. Without the use of electricity most will frantically break down. Without the internet most will be ignorant to the severity of their position. Without the ready access to fresh water and food most will become barbaric. There is very little a starving person won't do to eat. This comes at the cost of immoral decisions when no one is looking. It's them versus you to the death.
We don’t focus on what we can’t change. We focus on what we have the time and ability to plan for. This is a world most assume will never change. Reality is a change you should expect.
The future is unknown with fear fostered by the unknown. Do not fear an uncertain future. Defeat your fears with knowledge and live your life. You’ll never be afraid of anything again.
